Job ResponsibilitiesThe Project Manager is the University representative responsible for all aspects of the administration and oversight of Capital Improvement Projects, deferred maintenance, and major infrastructure upgrade projects. The role includes independently interpreting contracts, negotiating changes, hiring and managing professional consultants, overseeing development of plans and specifications, creating budgets, managing expenses, directing project support staff, liaising with campus departments, and obtaining project approvals and permits.Develop project documents with consultants and ensure compliance with environmental regulations and building codes.Coordinate with agencies to obtain approvals and permits, including NAPA, Air Pollution Control District, Central Coast Regional Water Quality Control Board, and Goleta Water District.Evaluate qualifications of design professionals and oversee the selection and hiring of architects, engineers, and other licensed consultants.Develop and maintain the project schedule and Capital Improvement Budget (CIB), monitor financial performance, and report budget status to stakeholders.Manage contractor relationships, including contract negotiation, RFI workflow, change order processing, and claims avoidance.Communicate project status to University administration and ensure timely project updates and reports.Oversee project closeout, including record drawings, final payments, and occupancy certificates.Serve as the primary client liaison for capital improvement and deferred maintenance projects, coordinating with finance, resource management, and campus departments.Required QualificationsBachelor's degree in Architecture, Engineering, Construction Management, or related field.Minimum 5 years of progressively responsible experience in project management of capital improvement projects.Demonstrated experience managing new construction and renovation of office, classroom, laboratory, infrastructure, housing, or athletic facilities, preferably within a university or public works environment.Demonstrated ability to manage:Project scope, schedule, and budget.Professional services and construction agreements.Plans and specifications development and compliance.Contractor coordination.Knowledge of business and fiscal analysis, including cost projection and data analysis.Working knowledge of or ability to quickly learn University policies and procedures.Excellent verbal and written communication skills with high judgment and discretion.Proficiency in project management and scheduling software.Preferred QualificationsExperience working at a UC or other higher education institution.Computer‑Aided Design (CAD) and/or Building Information Modeling (BIM) skills.Graphic design software experience (Adobe Photoshop, InDesign, Illustrator, or similar).Architectural design experience.Construction document plan check experience and regulatory compliance knowledge.Review/approval experience.Strong customer‑service skills.Special Conditions of EmploymentHours and days may vary to meet department needs.Travel up to 5% for job site visits or training.Must hold a valid driver's license and meet California Employer Pull Notice Program requirements.Background criminal history check required.UCSB operates in a tobacco‑free environment.BenefitsFull Benefits eligibility.Equal Employment OpportunityThe University of California is an Equal Opportunity Employer.
