Project Manager/ Senior Project Manager

The San Gabriel Valley Council of Governments (SGVCOG) is a regional government planning agency focused on improving quality of life across the San Gabriel Valley. SGVCOG is a joint powers authority made up of 31 cities and unincorporated areas within the Los Angeles County Supervisorial Districts 1 and 5. This position supports the Capital Projects department.

The SGVCOG is seeking one full-time Project Manager or Senior Project Manager. The selected candidate will oversee day-to-day project and construction management for one or more capital improvement projects, including the 57/60 Confluence Chokepoint Relief Project. The position may oversee assigned staff, including work planning, performance management, and development.

Examples of Duties

Duties may include, but are not limited to, the following:

  • Manage construction projects from planning through construction, including scope, budget, schedule, and milestones.
  • Monitor project performance, manage change control, and ensure quality of deliverables.
  • Prepare and present project updates, reports, and status summaries.
  • Ensure compliance with state and federal funding requirements and review consultant invoices.
  • Provide technical oversight across project components such as design, environmental clearance, right-of-way, utilities, and railroad coordination.
  • Coordinate with utilities, agencies, jurisdictions, and stakeholders to ensure project alignment and progress.
  • Oversee construction through consultants; review change orders, design updates, and resolve issues.
  • Review and support development of plans, specifications, cost estimates, and technical documentation.
  • Participate in procurement processes, including scope development, proposal review, and contract recommendations.
  • Monitor and support enforcement of project safety requirements.
  • Maintain accurate project records, including as-builts, reports, and required documentation.
  • Support right-of-way acquisition and utility relocation; communicate project impacts to property owners and stakeholders.
  • Interface with funding agencies, partner agencies, and community groups.

Knowledge of:

  • Caltrans construction and design standards
  • Project management principles, including planning, budgeting, scheduling, and performance monitoring
  • Capital project design, construction practices, and safety requirements
  • Project scheduling, cost control, and dispute resolution methods
  • Engineering and construction management program operations
  • Public agency contracting and construction administration practices
  • Caltrans Local Assistance Procedures Manual
  • Applicable local, state, and federal laws and regulations
  • Office software and tools relevant to project management
  • Business communication principles
  • Budgeting, purchasing, and public records practices
  • Utility relocation processes and coordination requirements

Ability to:

  • Manage contractors and deliver projects on time and within budget
  • Prepare clear technical reports, correspondence, and presentations
  • Analyze issues, evaluate options, and make sound decisions
  • Administer contracts and resolve construction-related issues
  • Work effectively with internal teams, agencies, and stakeholders
  • Communicate clearly and persuasively, both verbally and in writing
  • Interpret and apply laws, codes, and regulations
  • Handle complex situations with professionalism and sound judgment
  • Use standard business and engineering software
  • Represent SGVCOG with agencies, contractors, and the public
  • Build and maintain effective working relationships

Minimum Qualifications

Education, training and experience:

Graduation from a four-year college or university with a bachelor's degree in civil engineering, construction management or a related field.

Project Manager

  • Minimum of six (6) years of progressively responsible experience in construction project management or transportation design.
  • Experience in civil construction, railroad projects, or traffic signalization is preferred.

Senior Project Manager

  • Minimum of ten (10) years of progressively responsible experience in construction project management or transportation design.
  • Experience in civil construction, railroad projects, or traffic signalization is preferred.

Licenses and certifications

  • Professional Engineer (PE) license issued by the State of California is required for the Senior Project Manager.
  • Certified Construction Manager (CCM) is desirable.

Supplemental Information

This position requires the ability to perform essential job functions with or without reasonable accommodation. Duties involve sitting, standing, walking, and using a computer and standard office equipment for extended periods. The position requires the ability to communicate effectively, analyze information, and manage multiple tasks. Occasional lifting of up to 25 pounds may be required.
