Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $94,400 to $150,000/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $94,400 to $176,800/year.

Brief Summary of Job Duties:

The Oasis Building Manager is responsible for the management of the Oasis building at 71 South Los Carneros in Goleta. The building is unique in its size and scope: housing shared-use experimental and product-development facilities, multi-PI research centers, and incubation spaces for startups. Work in the facility will span from semiconductors to batteries to AI to biomaterials and synthetic biology. The facility is also equipped with spaces and AV resources to support events such as workshops, all-hands meetings, seminars, and networking gatherings. Oasis occupants will include UCSB students, staff, and faculty, industry researchers from established and startup companies, and partner stakeholders such as vendors and venture capital investors. The wide range of engineering and scientific disciplines housed in the building necessitates a full understanding of diverse infrastructure and operational requirements. The Building Manager is responsible for ensuring that the facilities and incubation spaces at Oasis operate according to all established and accepted procedures and protocols relating to safety and utilization of resources. The Building Manager assists the building occupants in troubleshooting and addressing issues arising from building systems, including structural, research, and AV infrastructure. It is expected that equipment and programs housed in the building will be modified and replaced with greater frequency than is traditionally required due to the unique nature of the building. Therefore, the Building Manager supports the Assistant Dean for Building Construction & Space Management in management of major facility developments and renovations at Oasis. The Building Manager coordinates the implementation of space allocations working closely with the appropriate parties. The building manager serves as the point of contact between Oasis and environmental health and safety officials at UCSB, the city, and the county. Key among these responsibilities is a working knowledge of state codes pertaining to fire and environmental health and safety requirements, and experience in research laboratory design. #LI-KA1

Required Qualifications:

• Bachelor's Degree or equivalent education and/or work experience
• 4-6 years managing complex physical infrastructure, including engineering and financial considerations
• Familiarity with research security and managing operations involving Controlled Unclassified Information (CUI)
• Understanding of technical spaces for research, development, or manufacturing (including IT rooms), understanding of relevant facilities requirements, experience with architectural design (including autoCAD).
• Demonstrated capabilities and traits of communication, confidence, authority, attention to detail, initiative, organization, and curiosity.
• Familiarity with laboratory safety training and knowledge of laboratory safety protocols.

Preferred Qualifications:

• Bachelor's degree in an engineering or science discipline or equivalent work experience.

Job Functions and Percentages of Time:

• 70% Building Management and Space Planning - Plans, organizes and manages overall operations of the Oasis building. - Manages major and minor capital building projects including monitoring and tracking project expenses. Requires knowledge of budget and funding processes for both major and minor capital projects at UCSB. - Conducts project feasibility studies and participates in design and development of projects. Prepares justification and planning documents pertaining to space and other needs for review by the Assistant Dean for Building Construction & Space Management . - Employs architectural and construction management skills to review design change proposals and coordinates with Design & Construction Services to ensure that their proposals accurately reflect the objectives of the project and meet the needs of the users. Consults on documents pertaining to special laboratory designs including cleanrooms, semiconductor packaging, wet chemistry and biochemistry labs, etc. Manages installation of special research equipment including any special facility requirements. - Works with ECI personnel and external vendors on building IT issues including facets related to Communications Services and (future) server room requirements. Serves as a conduit for communications between various Oasis building communities. Interfaces with the College of Engineering Dean's Office, faculty, and outside agencies regarding building policies and procedures. Serves as the Chair of a Building Committee which coordinates with all lab managers in the building (cleanroom, packaging facility, battery facility, BioPACIFIC MIP, etc.) on building-wide operations and infrastructure issues. Serves as liaison between members, lessees, and the College of Engineering Dean's Office regarding infrastructure/building issues related to the membership agreement. - Maintains accurate space drawings and inventory records. Interfaces with B&P and Facilities on maintenance and space issues affecting the building. Conducts the annual space audit and reviews departmental data for accuracy. Makes independent determination of space classifications for reporting to B&P. Monitors all private usage of tax-free, bond-funded space to ensure adherence with IRS safe harbor regulations. - Manages the development, design and maintenance of Oasis shared space including any equipment, furniture, A/V, and other equipment needs. Manages space usage by the diverse programs in engineering, science, and product development.
• 20% Building services, security & other responsibilities - Works with Facilities Management to maintain and resolve building infrastructure issues, maintenance of building equipment, custodial services, HVAC, water systems, sound and vibration controls, etc. - Manages the buildings DI water and nitrogen systems. - Overall responsibility for the security of the building, including, but not limited to managing access for approved personnel with access to the building and specific areas within the building, keying, security and electronic systems, alarms, visual recording devices, etc. Manages the complex and varied security needs among the building occupants. Liaison with campus Police officials regarding security and other official campus matters. - Coordinates with Environmental Health & Safety regarding lab safety issues including general oversight of building usage/storage of solvents, flammable liquids, toxic materials, high pressure gases, etc. Maintains a copy of all laboratory Chemical Hygiene Plans, including any specialized safety procedures. Remains cognizant of the multiplicity of lab safety issues relating to biology, chemistry, high voltage, high magnetic fields, etc. Enforces EH&S safety requirements. - Serves as the Department Safety Representative for the entire building. Communicates safety information to building occupants and users and provides a means to receive feedback from them. Develops and updates the building's Emergency Action Plan and ensures compliance with various codes and ADA regulations. Solves safety problems, addresses policy and procedure issues, and makes changes necessary for maintaining a safe and secure research/academic environment. - Oversees the maintenance of equipment inventory records for Oasis. Has familiarity with research security and managing operations involving Controlled Unclassified Information (CUI). - Represents the Institute at the monthly Campus Planning Committee meeting and other committees as needed. Provide analysis to the College of Engineering Dean's Office on city planning issues and the potential effects to Oasis. Leads special projects and ad-hoc committees as necessary. Other duties as needed.
• 10% Lab Remodels and Equipment installation - In conjunction with Assistant Dean of Building Construction and Space Management serves as liaison to campus departments such as Design & Construction, Facilities Management, Budget & Planning, Environmental Health & Safety, etc. for lab remodel projects and equipment installation. Scope may include the full range of engineering and science laboratories on campus. Anticipates and assists in the implementation of new laboratories and equipment that expand the capability of the Institute. - Interfaces with Vice Chancellors, Deans, Institute and Program Directors, faculty and any outside agencies involved in building lab/office renovations throughout design and construction phases. Determines the impact and feasibility of any proposed modifications in relation to the scientific environment and existing requirements within the building. Coordinates with academic colleges and departments as appropriate. - Prepares construction documents and drawings to be used in bidding and construction of the associated remodel project. Assists in the estimation of remodel costs and ensure actual costs do not exceed funding. Advises Dean staff on monetary aspects, and negotiates with campus agencies on funding. Works with departmental technical staff to oversee the installation and setup of complex equipment such as microscopes, NMRs, PECVDs, Laser mask writers, etc. Such equipment is typically state-of-the-art and may frequently have unusual or demanding facility requirements; e.g. power, environmental controls, noise and vibration, etc.
