Senior Accountant

Under general supervision, this Senior Accountant role is responsible for the overall accounting for a variety of areas within the District's controls, policies and practices.

The position works closely within Finance and with other Departmental teams to drive automated reporting and analytical capabilities of the District that meet its business and financial needs. Internally, the Senior Accountant helps to evaluate financial data by producing decision-making reports regarding District projects.

Essential Duties and Responsibilities

1) Responsible for all GWD (internal) projects. Including:

  • Obtaining new project information from the project manager
  • Opening a new project in the project accounting system
  • Meeting with project manager(s) on a regular basis to review the status of projects and answer questions
  • Updates projects as they close and reconcile project items
  • Identifies and documents accounting treatment (capital or expense)
  • Works with project manager(s) to identify project assets and cost allocation to each identified asset
  • Closes project in the project accounting system

2) Prepares monthly IIP project spending report for the manager of engineering & infrastructure and answers questions as needed.

3) Generates monthly reports of all internal open projects with year to date and current month amounts spent and assists Project Managers with actuals to budget variance analysis.

4) Partners with District's Project Managers regarding projects, including contract review, project setup, and monthly project reporting.

5) Records new fixed asset additions and disposals in the accounting system on a monthly basis.

6) Runs and records depreciation on a monthly basis.

7) Maintains a system of controls, ensures compliance with policies and regulations, and supports external audit.

8) Reviews the fixed asset detail report with the various departments on a semi-annual basis in order to identify assets that are no longer in use or have been disposed of.

9) Reconciles the fixed asset related account on a monthly basis. Perform analysis to ensure completeness and accuracy and resolve account discrepancies on a timely basis.

10) Reviews all repairs and maintenance related expense accounts to ensure proper treatment of larger dollar items.

11) Assists with audit support as needed. Ensuring that project and fixed asset backup and invoices are in compliance with audit requirements.

12) Directs and participates in the preparation and posting of monthly general journal entries; maintains subsidiary ledgers and schedules in support of general ledger balances.

13) Manages deadlines and works closely with Project Managers to receive timely consultants invoices and records appropriate accruals.

14) Assists with the annual budget process.

15) Independently organizes and prioritizes workload to ensure timely completion of deliverables.

1+) Drives continuous improvement initiatives and maintains project focus with respect to fiscal operations, accounting, and reconciliation activities.

17) Assists management on various projects/tasks as needed.

Qualifications

Education and Skills Training:

1. Bachelors Degree in accounting, finance, or business administration. Strong knowledge of GAAP.

2. Proficiency with the use of Microsoft Excel, Word and Adobe. Microsoft Business Central experience a plus.

Experience:

1. A minimum of eight (8) years of professional accounting experience; including fixed asset accounting and general ledger accounting, account reconciliation and audit experience. CPA preferred.

2. Experience with governmental accounting a plus.

3. Progressively responsible analytical and accounting experience; experience with governmental accounting or financial management desired.

4. Experience with month-end accounting close procedures.

5. Demonstrated knowledge of complex financial software and data analysis tools.

6. Experience with utility services industry preferred.

Knowledge of:

1. Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) principles, practice and procedures.

2. Software programs used to prepare and maintain spreadsheets, databases, reports and related documents.

3. Accounting research and data gathering practices and techniques.

4. District rules, regulations and policies.
