Position Overview

Criminal Records Manager (Business and Administrative Services Manager II) one full?time vacancy in Santa Barbara, CA. Business Class II, exempt, at?will, civilian service. Salary: $125,748 $160,478 annually.

Responsibilities

  • Oversee criminal records and property/evidence management programs; ensure compliance with legal mandates.
  • Develop annual goals and priorities; evaluate and recommend new technologies to improve operations; collaborate with focus groups, IT, and command staff for feasibility of implementing and updating programs.
  • Manage criminal records programs and projects by setting project goals, coordinating resources, establishing timelines, and ensuring compliance with budgetary constraints and applicable state, federal and Public Records Act requirements.
  • Provide subject matter expertise to report findings and develop recommendations to command and executive staff.
  • Review contracts to ensure departmental needs are met; coordinate with County Counsel and Finance; provide recommendations to management and present materials to staff.
  • Manage budgets, resources, and contracts; identify departmental needs, coordinate with County Counsel and other departments for cost?sharing opportunities and recommend procurement strategies.
  • Maintain open communication with staff to address issues collaboratively and keep command informed of challenges and resolutions.
  • Oversee reports, policies, and plans; analyze data for recommendations; assign tasks for staff development and collaborate across units on policy and procedure development.
  • Supervise and mentor staff, conduct performance evaluations, support development, and manage progressive discipline.
  • Coordinate with internal staff, other departments, and external agencies; serve as subject matter expert for the Criminal Records Bureau and represent the department through presentations, committees, and Board of Supervisors meetings.
  • Perform other related duties as required.

Qualifications
  • Familiarity with California statutes such as the Penal Code, Evidence Code, Vehicle Code, Civil Code, and Public Records Act.
  • Understanding of law enforcement and legal terminology.
  • Knowledge of law enforcement databases (e.g., CLETS).
  • Ability to work independently and manage complex workflows.
  • Strong interpersonal and customer service skills.

Education & Experience
  • Bachelors degree in Criminal Justice, Business Administration, Public Administration, or related field or equivalent.
  • Five (5) years of progressively responsible experience in legal processing or law enforcement clerical support, including at least two (2) years in a supervisory or managerial capacity.

Licenses & Certificates
  • Valid drivers license and ability to meet insurability requirements, or suitable transportation.

Knowledge & Skills
  • Program management, strategic planning, and evaluation.
  • Fiscal management, budgeting, and resource allocation.
  • Personnel management, supervision, training, and evaluation.
  • Contract administration and oversight.
  • Effective communication and presentation methods.
  • Applicable laws, codes, regulations, and standards.
