Summary

The Project Manager serves as the campus expert for hazardous building materials and acts as the campus liaison with regulatory officials. Responsibilities include managing the campus Asbestos & Lead programs, performing inspections and surveys, conducting air sampling and clearance inspections, preparing abatement specifications, and ensuring compliance with applicable codes and regulations. The role involves independent interpretation of contracts, negotiation, budgeting, staff supervision, and coordination with campus departments, consultants, contractors, and regulatory agencies for capital projects and major infrastructure upgrades.

Responsibilities (Job Functions and Percentages of Time)

  • 40% Regulatory Compliance & Inspections - Maintain certifications as an Asbestos Consultant (CAC) and California Lead Inspector/Assessor. Conduct inspections/surveys, air sampling, and prepare reports. Prepare abatement specifications and verify contractor practices for compliance. Resolve issues related to asbestos abatement independent of design professionals. Oversee administration of Capital Improvement Projects and deferred maintenance/major upgrades. Coordinate with campus departments and agencies to obtain approvals.
  • 35% Project Management - Serve as the University representative on multiple projects (Deferred Maintenance, Minor/Major Capital Improvement Projects, New Construction). Manage policies, codes, and contract requirements; communicate with clients; oversee staff; coordinate with Finance/Resource Management and UCOP; negotiate with contractors; manage RFI workflow; evaluate proposals; manage schedules, budgets, and approvals; supervise other project staff.
  • 0% Project Management (cont) - Develop strategies for replacement/repair of underground utilities, coordinate outages, oversee project closeout, certify payments, and ensure proper project documentation and approvals.
  • 20% Staff Oversight - Supervise Associate Project Manager/Asbestos & Lead Program Specialist. Provide training, monitor compliance, and manage communications with outside agencies and staff.
  • 5% Training & Support - Train DCS, FM, EH&S and HDAE staff; assist with hazardous waste disposal and inspections as needed.

Licenses and Certifications

  • Certified Asbestos Consultant (CAC) in California
  • California Department of Public Health Certified Lead Inspector/Assessor

Special Conditions of Employment

May be necessary to pass pre-employment physical examination. Must be physically able to wear a self-contained breathing apparatus. Satisfactory criminal history background check.
