The Role:

Imagine yourself working for CALSTART as an experienced utility policy professional to support CALSTART's utility regulatory work in California needed to advance the initiatives and projects in our Clean Fuels and Infrastructure, Truck and Off Road and Bus, and Policy teams. This position will report directly to the Head of Policy and will liaise closely with the Clean Fuels and Infrastructure Senior Director on aspects of utility best practices.

What you will do:

1. Stay up-to-date with all relevant laws, regulations, and policies set forth for and by the California Public Utilities Commission (CPUC) specific to transportation electrification, including but not limited to the Development of Rates and Infrastructure for Vehicle Electrification (R.18-12-006, DRIVE Rulemaking).
2. Establish and maintain communication and productive working relationships with regulatory agency officials, utility staff, and other key stakeholders including CALSTART members.
3. Track proceedings and draft regulatory comments on behalf of CALSTART.
4. Provide analysis and communication on issues related to transportation electrification to the Sr. Director and Head of Policy as well as all other initiatives and applicable regional offices.
5. Analyze proposed regulatory changes and work with CALSTART subject-matter experts to assess their impact on the development of zero-emission vehicle markets, with an emphasis on medium- and heavy-duty fleets. Develop strategies to respond to these changes effectively.
6. Advocate for the company's positions and interests in regulatory proceedings, public hearings, and filings with the PUC through preparation and submission of detailed comments, coalition letters, and oral testimony.
7. Maintain accurate records of interactions with the CPUC, regulatory filings, and compliance documentation.

What you will bring to the table:

1. Master's Degree in a related field (e.g., public policy, law).
2. Six years of experience in utility regulatory frameworks such as rate case, rate design (EV, beneficial, Time of Use, performance incentives), incentive program design and implementation (make ready, EVSE rebates, voucher programs), and utility processes (e.g., interconnections and service requests).
3. Strong knowledge of public utility regulations and the regulatory environment.
4. Excellent written and verbal communication and negotiation skills.
5. Analytical and problem-solving abilities.
6. Working knowledge of permitting process, project management and clean transportation technologies and clean transportation industry.
7. Ability to work independently in a remote work environment.
8. Experience in complex project team coordination; or stakeholder coordination.
9. Proficiency in Microsoft Office Suite Applications (Excel, Word, PowerPoint, Outlook).

Desired Qualifications:

1. Experience in state energy regulatory affairs or public policy is a plus.
2. Knowledge of the clean transportation industry landscape is desirable.
3. Strong organizational and documentation skills.
4. Three years of relevant experience working directly with Public Utilities Commissions in the United States (preferably in California).
5. Has been a party/intervenor in a significant number of clean mobility, fleet electrification regulatory proceedings with demonstrated positive outcomes.

CALSTART values transparency and strives to provide as much information regarding compensation as possible. The complete salary range for this role is $117,260-$168,854. Pay for this role will typically be from $117,260-$128,986 as we determine pay based on several factors, including but not limited to job-related skills, qualifications, experience, education, internal equity and other factors relevant to the job.
