Description:

The Department of Public Social Service is seeking multiple Eligibility Supervisors for positions throughout Riverside County.

Self Sufficiency Division

The Eligibility Supervisor will be responsible for the work of a unit of Eligibility Technicians engaged in determining initial and continuing timely eligibility for one or more aid categories (CalWORKs, Medical/CalFresh) in accordance with established procedure; and to do other work as needed.


EPCAT/ QA

The Eligibility Supervisor will be responsible for the work of a unit of Eligibility Technicians engaged in eligibility determinations and supporting the Self Sufficiency Division in any of the following based on unit assignment: conducting quality control audits. Additional assigned duties may be required based on unit assignment.


The department desires candidates with experience in a supervisory or lead role with responsibility for overseeing staff; experience managing a case load where you determined initial and continuing eligibility for a California Department of Public Social Services (CalWORKs, CalFresh, or Medi-Cal); and experience effectively communicating with internal and external persons for business purposes.


Responsibilities

  1. Plans, assigns, and supervises the work of a unit of Eligibility Technicians engaged in eligibility determination and grant maintenance functions.
  2. Participates in the training and development of Eligibility Technicians and other staff; holds group or individual conferences with subordinate staff members to discuss or interpret departmental rules, regulations and policies.
  3. Confers with assigned workers and provides supervision on the more difficult eligibility problems; reviews the quantity and quality of work performed by workers in the unit.
  4. Collaborates with other supervisors in coordinating the activities of professional and technical staff; assists workers in identifying problems requiring referral to the social services section, such as the client's inability to manage individual/personal affairs.
  5. Takes part in studies or research projects; interviews complainants and makes adjustments if necessary.
  6. Receives and prepares correspondence; prepares reports relating to the activities of the unit or on other matters.

Minimum Requirements

EITHER I
Experience: One year of experience as an Eligibility Technician III or two years of experience as an Eligibility Technician II with Riverside County.

OR II
Education: Completion of 60 semester or 90 quarter units from a recognized college with a minimum of 15 semester or 23 quarter units in one or more of the following areas: public or business administration, social or behavioral science, supervision, or a closely related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience for 30 semester or 45 quarter units of college level coursework)
AND
Experience: Two years of experience equivalent to Riverside County's Eligibility Technician III or three years of experience equivalent to Riverside County's Eligibility Technician II classification in a California County Department of Public Social Services.

Knowledge of: The functions of public social service agencies and the principles of income maintenance and public social services; the sources of information necessary to determine eligibility of applicants or recipients for various aids; the principles of supervision; training and instructional methods and techniques.

Ability to: Plan, assign and supervise the work of others; speak and write effectively; establish and maintain cooperative working relationships with fellow employees and the general public; work effectively with other disciplines; train and develop staff; identify problems requiring referral to other agency staff; use available sources of information effectively in determining eligibility.

Other Requirements
License: Possession of a valid California Driver's License may be necessary at the time of hire. Employees may be required to use their own vehicles for field travel and are required to provide vehicle insurance information for their personal vehicle.
