Base pay range

$85,000.00/yr - $91,000.00/yr

Under general supervision, the Payroll Supervisor participates in and supervises staff engaged in employee payroll processing. The supervisor ensures payroll records are balanced, payroll documents are issued, and payroll-related deductions and reports are processed in a timely and accurate manner in compliance with relevant State and Federal rules and regulations. Experience with Tyler Software is needed for this role.

ESSENTIAL DUTIES

The following duties are representative of the essential functions of this position. Not all duties may be applicable in every situation. Management reserves the right to add, modify, change, or rescind related duties and work assignments.

  1. Payroll Processing:
    • Supervise staff engaged in the processing of employee payroll.
    • Ensure payroll records are balanced in a timely and accurate manner in compliance with State and Federal rules and regulations.
  2. Staff Management:
    • Prioritize and review staff work for accuracy, completeness, and detail.
    • Evaluate the performance of assigned staff.
  3. Technical Assistance & Compliance:
    • Provide technical assistance in payroll processing and verify compliance with City policies, state, and federal regulations.
  4. Problem Resolution:
    • Resolve complex payroll issues related to deductions, garnishments, and direct deposits.
  5. Report and File Maintenance:
    • Oversee the generation, filing, and maintenance of periodic payroll reports and files.
  6. Audit & Tax Liabilities:
    • Prepare, audit, and review tax liabilities, department timesheets, fringe benefits, and retirement and garnishment payments.
  7. Interdepartmental Communication:
    • Communicate with various City departments to reconcile pay, deductions, withholdings, reports, direct deposits, and other payroll-related issues.
  8. Budget Monitoring:
    • Monitor expenditures and payroll division budget.
  9. Fund Reconciliation:
    • Notify departments when funds are unavailable or overran.
    • Audit and approve payroll and benefit payments.
  10. General Ledger & Reporting:
    • Update the general ledger and prepare payroll-related reports.

QUALIFICATIONS

Education and Experience:

  • Education:A Bachelor's Degree from an accredited four-year college or university in Accounting, Business Administration, Finance, or a related field.
  • Experience:Three (3) years of progressively responsible experience in performing complex payroll calculations.
  • Substitution:Experience and/or education may be substituted on a year-for-year basis.

Knowledge of:

  • State and federal rules and regulations governing payroll.
  • Memorandums of Understandings (MOUs) and their impact on payroll.
  • Payroll preparation and reporting guidelines and procedures.
  • Quality accounting practices, tax, insurance, and retirement practices related to employee pay.

Skills and Abilities:

  • Mathematical calculation of timesheets and payroll deductions.
  • Ability to delegate, monitor, and evaluate the work of assigned staff.
  • Prioritizing and scheduling payroll activities to meet deadlines.
