POSITION SUMMARY: General Manager is responsible for planning and execution of all aspects of MRF operations, processing, recycling/diversion, scheduling, expansion, and renovation of processing facility. Develops and carries out policies, procedures and programs as related to daily operations. This role will require extended hours to include evenings and weekends to ensure smooth and efficient operations. The ideal candidate will have strong leadership experience, a mechanical and/or electrical background, and experience working alongside the customer.

DUTIES AND RESPONSIBILITIES:
- Manage day-to-day operations of Material Recovery Facility as assigned.
- Oversee logistics, material preparation and export compliance of approximately 300,000 TPY of collected materials and manage all aspects of commodity sales and related contracted services.
- Oversees and is responsible for the planning and execution of all aspects of the operation and maintenance of the facility; ensures proper compliance with specifications on the use and development of the facility, ensures proper operations compliance with health and safety regulations.
- Participates in the development and implementation of goals, objectives, policies, and priorities of the operations to ensure overall operations meet safety, compliance and P&L objectives.
- Plans, organizes, controls, integrates and evaluates the work of assigned departments to ensure services comply with the policies and strategic direction set by President and all applicable laws and regulations.
- Works to remove unsafe conditions or situations from the MRF and all related recycling post-collection activities.
- Recommend and enforce State waste reduction/recycling regulations and other policy issues, including safety policy and procedures.
- Develops manpower requirements for assigned areas.
- Implements and fosters coaching and development of employees.
- Lead by example and promote a culture of safety and environmental protection in the workplace.
- Responsible for developing, coordinating, and overseeing the company's testing, investigations, assessments, guidance and reporting.
- Develop short and long-term EH&S objectives, targets, strategies, and measures that prioritize and mitigate risks.
- Implement monthly Safety Committee Meetings and lead routine safety audits/inspections.
- Implement toolbox talks, stretching programs.
- Develop, implement, and ensure facility personnel are regularly reviewing applicable safe operating procedures and safe work practices.
- Partners with Operations Manager & Maintenance Supervisor to ensure rework of equipment, preventative maintenance follow a timely schedule.
- Oversees personnel needs including hiring, coaching, training, and evaluating employee performance.
- Provides input to President & VP of Finance & Contracts & HR for employee compensation, career advancement, promotion decisions, terminations.
- Manages the development, revision, and implementation of policies and procedures for solid waste and recycling/diversion operations.
- Prepares & manages site budget.
- Reviews and assesses all program production data; measures program effectiveness; prepares quarterly and annual data reports.
- Assists in the preparation of Requests for Proposal (RFPs) for equipment and services; represents the division in negotiations with vendors and service contractors.
- Provide good customer service to both internal and external customers.
- Control all loading activities in line with company procedures ensuring full compliance.
- Inspect work area and equipment for deficiencies, hazards, and malfunctions reporting.
- Ensure that all related documentation is completed in a timely manner.

SUPERVISORY RESPONSIBILITIES:
Directly manages numerous employees in the Materials Recovery Facility. Carries out management responsibilities in accordance with the organizations policies and applicable laws.

- EH&S experience in industrial or manufacturing.

- Experience in using computer applications, including statistical, word processing, spreadsheets, and presentation software.
EDUCATION:
Bachelor's degree with major course work in Environmental Planning and Management; Environmental Studies; Environmental, Civil, Safety or Industrial Engineering; Solid Waste planning or a related field. A Master's degree in Civil, Safety or Industrial Engineering or a related field, is highly desirable; and ten years of experience in principles and practices of recycling and diversion program operations, solid waste management and landfill maintenance practices and procedures.
LANGUAGE SKILLS:
Position requires excellent verbal and written English communication skills.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables.

We set our pay based on several factors including knowledge, experience, education, training, certifications and location. The pay range for this role is $150,000-200,000.
