The Position
The City of Goleta is seeking qualified applicants for the position of Lead Maintenance Worker in the Public Works Department, supporting the Street Maintenance and the Parks and Open Space Divisions. Currently, the City is looking to fill two (2) vacancies.
Candidates must be available to work weekends, occasional nights, and be responsive to emergency callbacks as needed. Flexibility in scheduling is essential to meet the demands of the role.
Strong teamwork and customer service skills are essential, as the position requires regular interaction with the Goleta community. Candidates may be involved in project planning and budget management within their assigned area. The ideal candidate will possess excellent problem-solving skills, a commitment to safety, and the ability to respond quickly to emergencies. A keen attention to detail, combined with effective communication and organizational skills, is needed to ensure work is completed to the highest standards, on time, and within budget.
When assigned to Parks and Open Space, this role will provide essential support in the performance and oversight of daily operations of staff and/or contractors maintaining park grounds and facilities, including landscaping, irrigation systems, playground equipment, urban forest management, and trails, ensuring proper safety procedures are followed, and performing more complex maintenance and repair work as needed.
When assigned to Street Maintenance, this role will provide essential support in the performance and oversight of daily operations of staff and/or contractors with the maintenance of city streets and right of way. Successful candidates will have experience operating equipment such as chainsaws, weed trimmers, and specialized tools, as well as experience in asphalt street repairs, concrete sidewalk repairs, painting, and weed abatement.
Regardless of assigned division, the Lead Maintenance Worker provides maintenance and support to the city's splash pad, which includes routine cleaning, inspections, and minor repairs when the facility is operational.
Note on salary: Effective the first pay period of January 2025, this position will receive a 3% base salary increase.
Depending on the needs of the department and subject to certification, this position may be eligible for Bilingual Pay, currently at $65 per pay period.
Examples of Duties

- Act as a liaison between the Public Works Supervisor and Maintenance Workers; make independent decisions in the field to optimize work efficiency. Consistently updates supervisors on daily operations status and recurring issues that may require additional support. This includes informing supervisors when there are staff deficiencies in performance areas.
- Plan, prioritize, review, and participate in the work of staff involved in the maintenance, repair, and construction of streets, parks, and open spaces.
- Develop schedules and methods to accomplish assignments, ensuring work is completed promptly and efficiently.
- Participate in evaluating the activities of staff, recommending improvements and modifications as needed.
- Maintain and prepare records and reports, including work schedules, payroll records, material and equipment cost sheets, safety sheets, and preventive maintenance schedules.
- Survey City streets, parks, and open spaces for needed maintenance and repairs; inspect the crews' work while in progress.
- Use power and hand tools to edge, spray, and weed parks, rights-of-ways, grounds, flower beds, and other landscaped areas; plant, prune or trim hedges, trees, shrubs and plants; water assigned areas by hand and/or with sprinklers.
- Monitor settings and operation of sprinklers and controllers; program and reprogram irrigation schedules utilizing computerized timers and clocks; check lawns and fields to ensure proper moisture content according to established standards.
- Perform skilled work in installing, operating, maintaining, and repairing City irrigation systems to ensure proper irrigation of landscaped areas; interpret and work from as-built plans, plans, schematic drawings, and sketches.
- Inspect irrigation systems to ensure proper operation; troubleshoot malfunctions and repair irrigation systems, electrical controllers, lines valves, various sprinkler heads, and irrigation pumps.
- Layout, assemble, install, maintain, and repair City sprinkler and irrigation systems; clean, adjust, and repair sprinkler heads; test water systems for high and low pressure; test sprinkler and irrigation systems for leaks.
- Perform maintenance and repair of streets, parks, and open spaces, including cleaning storm drains, catch basins, and walkways; replace signs; repair fences; remove graffiti; and weed abatement. Maintain cleanliness by emptying trash cans, cleaning restrooms, and assisting in facility upkeep to ensure safety and appearance.
- Repair and maintain street surfaces, sidewalks, storm drains, and other Public Works-related infrastructure.
- Operate various equipment or vehicles; make minor repairs such as sharpening blades; perform routine vehicle maintenance and equipment safety inspections; make minor adjustments on service equipment; oils and lubes equipment; clean equipment as necessary.
- Clean, maintain, and repair the municipal aquatic facility, surrounding areas, and related equipment to ensure safe and sanitary conditions. This includes conducting daily inspections of aquatic facility water for proper chemical balances, conducting chemical tests of water, applying chemicals as appropriate to maintain proper pH and chemistry levels, and ensuring the safety of aquatic facility water.
- Maintain municipal aquatic facilities regularly, brush and vacuum, hose down surrounding decks and backwash filters for water clarity, clear drains, gutters, and deck drains, and inspect, maintain, repairs, and replace various aquatic facility equipment.
- Prepare, install, repairs, and replace City signposts and signs; use stenciling techniques to create lettering on signs.
- Construct forms, lay cement, and finish cement on curbs, gutters, sidewalks, and drainage facilities; perform cement repairs and patchwork.
- Maintain traffic control systems, including painting and striping City streets, curbs, parking lots, crosswalks, garages, and guardrails; install buttons and reflectors along streets and highways.
- Estimate labor, materials, and equipment needed for various projects; monitor inventory levels of parts, supplies, and equipment; orders, receive and maintain an inventory of parts, supplies, and equipment.
- Maintain assigned equipment and vehicles; perform minor maintenance and repairs as needed.
- Supervise using and operating backhoes, dump trucks, and other equipment needed for maintaining public streets.
- Review the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
- Communicate with City personnel and outside agencies to exchange information and resolve issues or concerns.
- Prepare written reports and keep maintenance logs; take photographs; compose correspondence to contractors, engineers, and developers; testify in court when litigation is instigated.
- Provide vacation and temporary relief as required.
- Assist with planning and preparation of training and orientation for assigned staff. Leads with training assigned employees in the proper maintenance and repair methods, techniques, and the setup and use of equipment.
- Oversee and plan the ongoing training of maintenance staff with traffic control and flagging, material transporting, equipment maintenance, and other duties as directed.

Licenses And Other Requirements:
- Possession of a valid California Class "C" driver's license with a satisfactory driving record.

9/80 WORK SCHEDULE: Optional and subject to Department Director approval.

HOLIDAYS: 13 fixed holidays (at 8 hours each); one floating holiday (8 hours).
VACATION: Annual vacation leave accrual of 88 hours and up to 176 hours after 15 years of service with a maximum accrual of 352 hours. Pursuant to eligibility requirements, employees may have the option to cash out up to 100 hours per fiscal year.
SICK LEAVE: Sick leave accrual of 12 days (96 hours) per year with no maximum accrual.
BENEFIT PLAN: The City provides a monthly Flexible Benefit Plan allowance of $1,460.00 for the payment of health, dental, and vision insurance premiums through the City's benefit program or $1,033.34 for participation in a qualified plan elsewhere..
LIFE INSURANCE: Benefit level equivalent to 1x annual salary to a maximum of $200,000. Premium paid by City.
RETIREMENT PLAN: The City participates in the California Public Employees' Retirement System (PERS) and does not participate in Social Security. New PERS members receive 2% at age 62, average of 3 years' final compensation benefit level and contribute 7.75% of their salary to pension costs. Classic members receive 2% at age 55, single-highest year benefit formula and pay 7.00% of their salary toward pension costs

PAID SUPPLEMENTAL PREGNANCY DISABILITY LEAVE AND SUPPLEMENTAL PAID PARENTAL LEAVE: The City of Goleta will pay the difference between any benefit the employee receives through state SDI or other City-offered group disability insurance plan and 100% of the employee's base salary (not to exceed ten weeks for pregnancy disability and not to exceed six weeks for parental bonding).
TRANSPORTATION DEMAND MANAGEMENT PROGRAM: Through participation in the City's Transportation Demand Management (TDM) program, employees may be eligible to receive a per-diem benefit of $7.50 per day.
