The Downtown Parking Program is committed to operating and maintaining the City's parking facilities and on-street parking supply in order to maximize their use by customers and employees that shop and work in the Downtown Business District, thereby enhancing the economic vitality of the Downtown area.

THE POSITION

The City of Santa Barbara Public Works Department is seeking a knowledgeableanddedicated Parking & Transportation Programs Supervisor. Under minimal supervision, leads various Downtown Parking programs including the curbside parking program, outdoor business facilities, residential permit parking program, and management of the Downtown Plaza. Participates in the oversight and preparation of the budget, financial projections, strategic adjustments, analytical and statistical reports.

Supervises, plans, prioritizes and assigns the work of staff who provide technical, professional, and administrative support for on- and off-street parking management city-wide, secure bicycle parking, and Transportation Demand Management. Supervisory responsibilities include the review and evaluation of the work of staff responsible for professional and technical work in the areas of revenue collection, customer service, account management, budget preparation and analysis, public safety, data collection, signing, and curb markings. Responsible for selection, training, guidance, and evaluation of support staff and compliance with Department standards. Manages and documents performance; provides frequent and candid feedback; works with employees to correct deficiencies; implements discipline procedures as needed, and tracks achievement. Establishes schedules and methods for organizing, balancing and delegating support workload; reviews needs with management staff and allocates resources accordingly. Recommends and assists in the implementation of goals and objectives and implements approved policies and procedures. Analyze staff training needs; provide or coordinate quarterly Downtown Parking staff trainings.

Participates in the planning, design, and construction of various parking projects. Assists in developing, analyzing, and implementing parking and transportation related policies and programs. Researches and participates in the implementation of parking management and revenue control systems. Participates in the technical aspects of parking projects. Monitors records and file management. Oversight of Downtown Parking Committee and Council Agenda Report process and submissions. Frequently gives program presentations to the Downtown Parking Committee, City Council, and stakeholder groups. Provides information to the public and investigates complaints. Attends and chairs a variety of meetings as required. Receives direction from the Downtown Plaza and Parking Manager, and the Downtown Team Manager. Establishes schedules and methods for providing assigned services. Performs related duties and responsibilities as required.

Distinguishing Characteristics

Employees within this class are responsible for direct supervision over lower-level staff and overseeing mobility and parking policies and practices. This class is distinguished from the Downtown Plaza and Parking Manager in that the latter has additional supervisory responsibilities for the Parking Supervisor, Maintenance Supervisor, and has overall responsibilities for transportation management programs.

SELECTION PROCESS

EXPERIENCE AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Four years of increasingly responsible experience in public administration and policy analysis, including one year of supervisory or lead responsibility.

Education and/or Training:

Equivalent to the completion of the twelfth grade supplemented by specialized training in business or a related field.

A Bachelor's degree from an accredited college or university in Business Administration, Public Administration, City, Regional, or Urban Planning, Transportation, or a related field is highly desired.

License, Certificate and/or Other Requirements:

Possession of, or ability to obtain, an appropriate, valid driver's license.

THE SALARY RANGE consists of five steps, each representing an increase of approximately five percent. STEP INCREASES, through the top salary step, are tied to job performance with annual performance reviews. Employees receive annual performance reviews.

    • PERS Miscellaneous Formula: "Classic" members: 2.7% @ 55; City contributes 12.03% and employee contributes 8% of salary. "New" members: 2% @ 62; City contributes 12.03% and employee contributes 7.75% of salary.
    • PERS Police Safety Formula: "Classic" members: 3% @ 50; City contributes 23.38% and employee contributes 9% of salary. "New" members: 2.7% @ 57; City contributes 23.38% and employee contributes 14% of salary.
    • PERS Fire Safety Formula: "Classic" members: 3% @ 50; City contributes 27.8% and employee contributes 10.5% of salary. "New" members: 2.7% @ 57; City contributes 14.72% and employee contributes 14.5% of salary.

  • Life Insurance: City-paid term life insurance (1x annual salary) is provided. Employee-paid supplemental life insurance is available subject to a health application if coverage is not elected during the new hire guarantee issue period.

  • Long-term Disability Insurance is provided.
  • State Disability Insurance (SDI) and Paid Family Leave (PFL) is provided. Employee pays 1.1% of salary. For 2025, the anticipated SDI/PFL rate is 1.2% of salary.
  • Deferred Compensation Savings Plans (457) are available to employees through a deferred compensation program.
  • A uniform allowance or uniform will be provided by the City to those employees required to wear a uniform.
  • Employee must pay an amount equal to 1.45% of salary toward Medicare. An equal amount is paid by the City.
  • The Santa Barbara City Supervisory Employees' Bargaining Unit represents this classification.
